I have seen lots of threads regarding comcast having slow speeds with twitch, but none have come up with Time Warner Cable, and I was wondering if there was any thoughts as to why I would be unable to watch anything above 360p (and sometimes not even that) despite a 20mbps download speed and a suitable computer, with roughly 20ping to nearby servers and no issues regarding dropped packets or jitter. Obviously it doesn't effect everyone, as people are still using twitch, so it must be something specific either to the area (San Diego) or Time Warner, or a combination of the two. I've also tested the download speed on VODs and for the past month I've never gotten over 100KB/s when downloading/buffering them.
If anyone has any idea what's wrong, or suggestions on how to fix it, they're welcome as everything on the site is completely unwatchable at the moment.
