I live in Australia and cannot watch higher quality than 360p.
I previously would watch a number of partner channels (RiotGames and OnGameNet) streams and VODs in 360p.
Now when I open up a VOD from either of these channels the only quality available is 'Best' and nothing else. This causes the video to stutter a lot and renders the viewing experience pointless.
This has only occurred within the last week or two.
Is this a bug in the system or is this a permanent 'feature' (which will put an end to a large part of my Twitch Viewing'?
