Dropped frames/horrible connection to twitch

Hi all, Need some guidance and don't really know where to start. Here's my issue: I started streaming to twitch at the beginning of October. I streamed PERFECTLY for a couple hours 4-5 days a week for a couple weeks, using a WI-FI connection, 1-2 mbps upload speed. I maybe had like 1 dropped frame. ever. Stopped streaming for a couple weeks, came back after the Chicago server was taken down, and now my broadcast is so laggy. I've tried New York, VA, all of them. It fluctuates so bad. I didn't change any of my settings, even increased my internet speed to 3mbps upload. So what can I do to troubleshoot this issue? Is it me? Is my ISP suddenly throttling? Is it Twitch? Am I screwed until they open another ingest close to me? (I'm in Ohio.) Any help would be appreciated. Here's what I'm working with: Software: OBS Connection: 3mbps, wired Bitrate: I usually use 1600, but I've tried everything from 1000 - 2000. Same results. Resolution: 720p, though I've tried bumping this down. Doesn't resolve the issue. Processor: Intel Core i5-2500K 3.30GHz Memory: 8GB Graphics Card: NVIDIA GeForce GTX 560 Ti
