For the past 2 months or so I have been experiencing near constant buffering, stuttering, and skipping. Most of the time I start watching a channel, it takes almost a minute to load the stream. Then as I am watching the stream it will buffer anything from every few seconds to every few minutes. Then, once it buffers enough it will start playing and suddenly skip forward to "real time" where it will end up buffering again. It does not mater which channel I view (anything from LCS to random 100 viewer channels). It does not appear to mater what time I watch. It does not mater if I watch on Source or Low quality.
My connection is 24mbps down on ATT U-Verse. I have no problem watching VODs on Twitch.
Things I have tried:
Disabling Chrome's flash player
Trying Firefox instead of Chrome
Calling my ISP and getting a new modem
Blocking certain IPs on windows firewall based on some reddit posts I have seen.
