Ive had these lag issued for quite some time, it seems twitch has some unskilled logistics partners and with the recent changes to twitch they cannot handle the demands do to lack of equipment server side on their end. Until Twitch starts pumping out better servers or at most paying thier billz where thier servers are located. expect thier servers to be capped by thier local Internet provider at each location each server is at.... expect your buffering to never go away, Dont listen to what twitch tells you about it being "Your isps" Fault, after hours of issues and traveling to 3 different ISPS in my town, not to mention even using a 30mb 4g Network, the lag is still their, regardless of the ISP.
Look forward to a competitor starting up to battle twitches lag. and the streamers will switch.
Twitch is just the myspace of social media, They cant keep up with the demand with what they currently have for the supply. so Move over twitch and prepare to get steam rolled by a new competitor. other wise, get your shit fix, No reason a stream at 480i should be lagging oh WAIT you cant let them stream in 480i because you force 720p on all streams *(this decision was probably your first mistake)* disabling low bandwidth viewing options.
