Streams Loading, Stuttering, Loading Issue

I'm having an issue with streams on both iOS mobile app, and my Windows PC. The issues started last Friday (January 24th) my streams were loading fine while trying to watch at "High" on both iOS mobile app and through my PC. As the day went on I started to notice some video stuttering, with the large amount of traffic on twitch later in the evening I didn't think much of it. It's was a nuisance, but I lowered the video quality to "Low" and things weren't as bad. I also figured it would right itself in a few days as I thought it was a known issue. Monday morning as I was watching a stream the same stuttering showed up. The video would be fine for 5 - 15 seconds then it would start to load. I swapped to "Low" setting again and things weren't as bad. I began to think that it was my ISP so ran a few test myself and things were about where they should be (I have 50 Mbps up and 25 Mbps down). In truth the up and down are more like 35/15, but that's a shot at my ISP not twitch. I suppose my question to twitch is, is this a viewer issue or a twitch issue? Watching streams on "Low" is... well almost worthless. On some games its fine, but if I want to watch anything other than Hearthstone, its not even worth the time. I work from home and use twitch as my in the background so I tend to watch / have a stream on a lot. I'm afraid it is twitch and as much as I enjoy watching streamers I find it unsatisfying to watch a blurry screen quite honestly. If a twitch staffer sees this I would hope you look into the issue, because its something that's been going on for a week and at all hours, not just peak times. I enjoy twitch and the ability to watch some of the best gamers out there from a wide variety of backgrounds, not just Esports gamers. I understand that a lot of viewers will tune in for the SC2 and LoL tournaments, but even those are lagging/ stuttering like crazy. Please don't take this as a twitch bash because I really like your product and the service you provide. I just like to be able to see my streams in the 720/1080 format that is commonplace these days, not like I'm playing my Atari on a black and white TV.
