Massive frame drops in Europe

I've been streaming for over a year and lately (last month or so) I've been having massive problems streaming to Twitch in Europe. I have about 90% dropped frames on a 50000 kBits/s down/10000 kBits/s up DSL connection (1&1 Internet in Germany). So far I've tried OBS and Xsplit on all European Twitch Servers and to partnered and unpartnered channels and it's the same regardless. Very rarely streaming works (sometimes in the morning). I have tried streaming to one of your competitors and experienced zero dropped frames.
