Twitch servers are in full capacity?

I streamed before without problems but yesterday and today i drop like 40% of my frames both with Obs and Xsplit. Here is an example from an old stream http://www.youtube.com/watch?v=zE6PMHo8zJY (Dont hate i was streaming for 2-3 friends and my cousins) Also i saw at Xsplit that all the servers give me 220+ ping so basically i cant stream? Is all servers at full capacity or somethink? On the other side my connection looks fine at speedtests http://www.speedtest.net/result/2954689329.png (original its speed is 30/3 but its shared with 3 Pcs and 3 other devices) If its not Twitch its my ISP for sure.....
