Hi guys. I have seen a lot of these posts about TWC, and their supposed throttling, but I haven't seen anything relating to Fios. While I am watching streams, particularly high viewer count ones such as League LCS, my stream stops and starts repeatedly, and I get the automated message from Twitch that suggests that I set my quality to a lower setting. Following this suggestion never leads to improvement. I have plenty of bandwidth (something like 18mb down and 12 up on wifi, and 80plus down, 60plus up wired) The problem occurs whether I am plugged in or not. Blocking the IP ranges suggested in the TWC fix does nothing for me. Here is a trace route to live.twitch.tv while on wireless.

Something significant to note is that I can watch streams with absolutely no issue on my phone via the Twitch app. This leads me to believe that the problem is on my pc's end. Any help would be appreciated, and I will try to provide any info that you may need to help. Thanks!
