While Watching Streams, their video cuts out and says they are offline even thought they are live?!

For the past week or so when im watching a stream (TimTheTatMan for example) I'll be watching his or other stream and then what will happen is the stream will freeze then says he is offline even though he is still online streaming? When I refresh it says that Google Chrome has "INSUFFIENCE_RESOURCES." Is this a chrome proble or a twitch issue? Thanks!
