Okay I just had the same problem but I have just found the solution
Step 1: Hit your menu button and go into the settings.
Step 2: Hit the Privacy & online safety tab.
Step 3: Hit custom then scroll into you see Broadcast gameplay if it's blocked then you'll get this error code.
Step 4: Sign into the main parent account and go to your name and unblocked it.
Step 5: Go back into twitch and try to broadcast and it will work.
