Same problem too. Nowadays most of twitch's streams are buffering every 10 seconds in average for me in source/high/medium and low. It's really annoying. In addition i have adobe flash player updated, Chrome extensions disabled and i don't have any problem with YT livestream 1080p or hitbox stream HD.
I'm from Santiago, Chile. My ISP is VTR with http://www.speedtest.net/result/3978107610.png (including traffic shaping), my peak is 40 mbps.
