I have been having serious issues over the last week with streams buffering, then jumping forward, jumping forward again, then buffering again after less than 30 seconds. I use Shaw internet, and the main streamers that I have issues watching are in Washington state and Northern California. I have done everything that I can on my end to lessen any possible load on the connection, but it still buffers and jumps constantly. My average download speed is 20mbps, and my average upload is 3mbps.
Is the issue on my end, or is it something going on with Twitch?
