So after having the same problem as many of you i went looking for solutions. Dont waste your time calling TWC they will swear its twitch and not them but its not on reddit i found a work around to block TWc from throtteling streams http://www.reddit.com/r/DotA2/comments/196239/block_time_warner_cable_stream_throttling/
pretty much you block 2 sets of ports once i did this twitch working fine for me hope it helps.
TLDR: TWC are scumbags and they def throttle your internet even tho they claim not to block these ports and enjoy twitch
