Right, so where can I start..
You offer partnered users the ability to stream at different resolutions or at least let them have the choice button to allow users to buffer lower quality versions of the stream.
When users now a days start on Twitch (and aren't partnered) they will not get this option causing their stream (if broadcasting, uploading at a high quality) make their stream terribly laggy on machines that can't handle it.
User (http://www.twitch.tv/arrosc2) is a non-partnered user, he uploads and streams at 4000kpbs at 1080p+ and it's incredible difficult to watch. He does a lot of stuff with his game, has hours spent broadcasting and most likely will never reach the benchmarks that is required to even be partnered because a majority of users will leave due to this lag.
If you offered those who broadcast at high qualities just the option to change to a lower bit-rate (like 720p, 480p) then it'll give them more viewers and most likely a major push towards reaching the partnered goal to then start bringing in advertising money for both you and the caster.
Arrosc2 is just an example but there are hundreds, upon hundreds of users who do this and it's becoming incredible difficult to enjoy Twitch at the moment.
It's missed potential for great content pushers like Arrosc2 and it's a shame they are being ignored because they are under the feet of partnership.
Broadcasters shouldn't have to punish their quality of content to fit the marks of every house hold with a bad PC, horrible internet connection etc.
Please consider changing a few things for broadcasters that upload HQ standard content like Arrosc2.
