Buffer constantly on one system, not on another, same connection

Flash player is up to date, both systems use the same browser (Opera, and the same version of it) and the same connection. One system, in my basement, buffers all the time on Low and is unwatchable on anything higher. The other system, in my office upstairs, watches on Source without any interruption. WTF? There is nothing running on the downstairs PC that would cause this, and even if there was something sneaky stealing bandwidth it doesn't impact the upstairs system that is on the same connection (same router, same hookup method). I used to think it was a Firefox problem, but the switch to Opera has solved nothing. The two systems experience radically different qualities on copy-pasted setups. The office system has even -less- memory than the downstairs one. Help! My office is for doing work, I don't want to turn it into a viewing room.
